About New Horizons Shelter and Outreach Centers, Inc.

New Horizons began in 1978 under the YWCA and became its own non-profit in 1993. Over the years, we’ve grown to meet the evolving needs of our community. In 1986, we launched our children’s program, and in 1987, we opened the Trempealeau County Outreach Center. By 2010, we had expanded our impact by acquiring the Domestic Abuse Reduction Team (DART), which works closely with the La Crosse Police Department to provide specialized support to victims of domestic violence.

Recognizing the importance of inclusivity, we changed our name in 2011 from New Horizons Shelter and Women’s Center to New Horizons Shelter and Outreach Centers to better represent all those we serve, including men. Today, our organization offers a wide range of free and confidential services, including legal advocacy, safety planning, support groups, youth and family advocacy, and housing advocacy.

Our shelter, whose locating remains undisclosed for safety reasons, is staffed 24/7 by dedicated crisis advocates. These advocates not only provide around the clock care, but also manage our 24/7 crisis line, offering immediate assistance to those in need. We are the only domestic violence shelter within a 65-mile radius and provide emergency shelter services to a seven-county population area in Wisconsin and Minnesota.

Often, when victims come into shelter, they are forced to flee their homes quickly and under great stress, leaving most of their belongings. Thanks to generous community donations, New Horizons can offer individuals and families essential clothing and personal care items to help them during this difficult time.
